Charles Moose

Charles Moose is an American author and former police officer. He is best known for his role as being the primary official in charge of the efforts to apprehend the D.C. snipers in October 2002. As a result of the notoriety he received during the case, Time magazine named him "Person of the Week" and Barbara Walters put him on the list of the "Top 10 Fascinating People of 2002."

As chief of police for ten years, first in Portland, Oregon and then in Montgomery County, Maryland, Charles Moose has distinguished himself as one of today’s foremost leaders in law enforcement.

An internationally recognized advocate and lecturer on the philosophy and implementation of community policing, Moose speaks to audiences about leadership, crisis communications, team building, community relations, civil rights, diversity and public safety. He speaks from first hand experience from an impressive career in policing, starting as a patrol officer and rising through the ranks to chief of police.

His accomplishments as chief of police are impressive include successfully instituting Crisis Intervention Teams to defuse situations involving persons with mental illness. Developing Crisis Response Teams to better respond to victims, families and community members after violent crime. Involving members of the community and encouraging diverse participation and teamwork. Establishing a General Order to allow the capture of armed and violent suspects without using deadly force. Developing successful multi-jurisdictional teams to solve serial crimes in Portland and Montgomery County.

A native of North Carolina, Moose graduated from the University of North Carolina in 1975 and holds masters and doctorate degrees from Portland State University. He also attended the FBI National Academy and the FBI National Executive Institute.

He is also the author of Three Weeks in October: The Manhunt for the Serial Sniper, his biography and recount of the Washington, DC sniper investigation. Three Weeks was released in the fall of 2003.

Moose's many awards for outstanding service and leadership include: The William French Smith Award for Outstanding Contribution to Cooperative Law Enforcement; The Employer Support Freedom Award, presented by Secretary of Defense William S. Cohen; The FBI Director's Community Leadership Award; and the Boys and Girls Club Man of the Year Award.
