Helen Lowman

Dr. Helen Lowman is senior advisor to the Peace Corps and adjunct professor of Public Administration at Texas State University. From 2017 to 2022, she was president and CEO of the national nonprofit, Keep America Beautiful. Prior to joining Keep America Beautiful, Helen served as an appointee of the President of the United States in the senior foreign service and the senior executive service at the Federal Emergency Management Agency (FEMA) and the Peace Corps.

Throughout her career, she has served in a variety of roles with the Peace Corps, including as associate director of volunteer recruitment and selection, and as regional director for Europe, Middle East, and Asia. Additionally, she was country director in China and Mongolia, associate Peace Corps director in China, and served as a Peace Corps volunteer in Thailand.

Earlier in her career, she was vice president of intercultural education and quality at AFS Intercultural Programs, and she managed environmental education events and initiatives with the Texas Commission on Environmental Quality (TCEQ).

Helen is a graduate of Austin College and received her master’s degree in International Economics and Development from the University of Denver, Joseph Korbel School of International Studies. She earned a master’s degree and a Ph.D. from Antioch University’s Graduate School of Leadership and Change.
