Garvey will also serve as a lecturer and research scientist at Massachusetts Institute of Technology's Center for Transportation and Logistics. Garvey will provide senior strategic counsel to APCO client globally, covering topics from government relations to policy to communications advice.
With an outstanding career in public service and extensive administrative experience, Garvey's years of leadership at senior positions in state and federal government, and the relationships she has built around the world will be very useful to clients in a broad range of industries.
Prior to APCO, Garvey was named the 14th Administrator of the Federal Aviation Administration (FAA) and became the first Administrator confirmed by the Senate to a five-year term. As head of the FAA, Garvey ran an organization with 50,000 employees, a $13 billion annual budget, and had a crucial impact on the nation's economy. The FAA regulates and oversees aviation safety and operates the largest and most complex air traffic management system in the world. During Garvey's term, the FAA successfully navigated the year 200 transition, established a risk management approach across the entire aviation community to improve aviation safety, and achieved aggressive strides to expand the capacity and capabilities of the air traffic control system.
Before becoming FAA Administrator, Garvey was Acting Administrator of the Federal Highway Administration (FHWA). She served as Deputy Administrator of FHWA from April 1993 until February 1997. FHWA, also an agency of the U.S. Department of Transportation, has an annual budget of $20 billion and works in partnership with the states to maintain the safety and efficiency of the Nation's roads and bridges.
A creative leader at FHWA, Garvey chaired FHWA's Innovative Financing Initiative, which resulted in more than $4 billion in transportation investment in more than 30 statesprojects that in many cases would not have been otherwise built.
Prior to joining FHWA, Garvey served as director of Logan International Airport, one of the Nation's busiest aviation facilities. From 1988 to 1991, she was Commissioner of the Massachusetts Department of Public Works. Before that, Garvey was Associate Commissioner in the Department of Public Works, where she directed construction activities and developed environmental initiatives.
Garvey holds degrees from Mount Saint Mary College and Mount Holyoke College. She has participated in the Fellowship Program for Public Leaders at Harvard University.
