John Hall

John Hall is associate vice president and Texas state director for clean energy at the Environmental Defense Fund. He has extensive experience in environmental, energy, and water problem-solving in Texas, including having held positions as project manager of the Port Arthur Environmental Justice Initiative and executive director of the Texas Environmental Research Consortium. Hall has been a consultant to the City of Houston, Austin Energy, the Port of Houston Authority, and the Lower Colorado River Authority Power Plant Permitting Project, among others. He has served as chairman of the Texas Water Commission and the Texas Natural Resource Conservation Commission and as deputy commissioner of the Texas General Land Office.

With more than fifteen years of public service and twenty years of consulting for various Texas cities and businesses, Hall has distinguished himself in the area of environmental and water advocacy and legislative strategy, managing projects and passing legislation covering safe water management, clean air initiatives, and energy conservation and renewable energy planning.

Hall previously served as the executive director for The Texas Environmental Research Consortium in Houston; chairman at The Texas Water Commission and The Texas Natural Resource Conservation Commission (predecessor agencies to the Texas Commission on Environmental Quality); project manager and facilitator at The Port of Houston Authority; and as deputy commissioner at the Texas General Land Office.

John Hall brings years of environmental advocacy leadership experience to lead EDF’s clean energy efforts in Texas. Specifically, he is working to implement a comprehensive plan that will increase the use of Texas’ abundant clean energy resources, including wind, solar, energy efficiency, and demand response. Through legislative and regulatory changes, Hall aims to significantly reduce the state’s carbon emissions by 2030 and help Texas gain a global leadership position in the emerging multi-trillion dollar clean energy economy.
