Norm Champ is a senior partner in the Investment Funds Group at Kirkland & Ellis LLP and the former Director of the Division of Investment Management at the SEC. Under his leadership, the SEC adopted a new rule in July 2014 to reform money market mutual funds. He also established the Division's Risk and Examination Office at the SEC.
In November 2019, Champ published "Mastering Money: How to Beat Debt, Build Wealth, and Be Prepared for Any Financial Crisis." This book is aimed at helping Americans manage their finances and invest wisely. Champ’s previous book, "Going Public: My Adventures Inside the SEC and How to Prevent the Next Devastating Crisis," published in 2017, explores his experiences at the SEC and offers insights into the regulatory process and government policymaking.
Champ has been a lecturer on investment management law at Harvard Law School since fall 2015, having previously been a visiting scholar. His extensive speaking engagements include presentations at prestigious institutions such as Princeton University, where he shares his expertise in securities law and regulatory issues. Champ is known for his engaging speaking style and deep knowledge of financial and regulatory matters.
While at the SEC, Champ led initiatives to monitor the investment management industry and understand regulatory risks. He played a pivotal role in the SEC’s interactions with the Financial Stability Oversight Council concerning the designation of asset management firms as “systemically important.” He also participated in the SEC’s Technical Assistance program, contributing to international regulatory efforts in Saudi Arabia, Abu Dhabi, and Hong Kong. For his contributions, Champ received multiple Chairman’s Awards at the SEC, including for Law and Policy, Labor Management Relations, and Analytical Methods.
Before his tenure at the SEC, Champ was Executive Vice President and General Counsel of Chilton Investment Company. His early career included a position at the law firm of Davis Polk & Wardwell and clerking for the Honorable Charles S. Haight, Jr. of the U.S. District Court for the Southern District of New York.
Champ serves on the Board of Directors of the School of American Ballet and the Board of Trustees of The Spence School. He holds an A.B., summa cum laude, in History from Princeton University; an M.A. in War Studies from King’s College London, where he was a Fulbright Scholar; and a J.D., cum laude, from Harvard Law School.
