William (Bill) Billings

Bill Billings is a security executive with over 25 years of experience who specializes in developing and executing information security programs, that reduce risk by enabling organizations to take measured risks. Bill possesses strong commercial, operational and P&L across multiple industries and international markets. He operates with a focus on cross-business relationships, through results, accountability, integrity and strong leadership. Billings is a confident business executive and veteran known for increasing value and security posture through full-scope security programs that focus on risk management, governance, and compliance.

Currently Bill leads the Ooyala Information Security Program. This means managing the development, delivery, and implementation of Ooyala’s Enterprise Information Security, and most notably, helping their world-wide customers understand how security is designed, developed, and launched in their products.

Bill was previously the Chief Information Security Officer of HP’s Federal Enterprise Security, where he is responsible for the overall risk management of HP’s Federal Enterprise Security Portfolio. Prior to HP he was accountable for defining and shaping BlackRidge Technology’s Enterprise Platform Business Security Architecture and leading its Information Security program. Bill also served as Chief Information Security Officer at Microsoft U.S. Federal business for seven years.

Prior to Microsoft Bill retired from the United States Navy, where his most recent role was as NSA’s Chief of Operational Network Security Evaluation responsible for the leadership and operations of a world-wide team. Responsible for providing consultative information security tactical support, building and executing information security strategy for U.S. government entities worldwide.

Bill is co-author of the National Security Agency’s "Guide to Securing Windows XP Professional" and author of several whitepapers on risk management and Windows Configuration. He is a frequent speaker on information security at industry conferences. Bill graduated from the University of Phoenix with a Bachelor of Science in Business Administration and Capitol College with a Master of Science in Information Assurance.
