Upon the completion of his mission, almost five years later in April 2001, the Federal Bureau of Investigation awarded him its highest civilian honor, The Jefferson Cup, for his assistance in combating terrorism and for helping solve the terrorism crimes against our military in Saudi Arabia.
Fowler served for sixteen years in the United States Congress. Elected to the U.S. Senate in 1986, he served as Assistant Floor Leader, helping mold a bipartisan consensus for major public policy issues. He was a member of the Senate Appropriations, Budget, Energy, and Agriculture Committees. First elected to the U.S. House of Representatives in 1977, he was a member of the Ways and Means and Foreign Affairs Committees, the Select Committee on Intelligence and the Congressional Arts Caucus.
Before his election to Congress, Fowler practiced law in Atlanta for eight years and was elected at age 29 to the Atlanta City Council. He was selected president of the Council four years later and served in that capacity until his election to the U.S. Congress.
A native of Atlanta, GA, Fowler received his B.A. in English from Davidson College in 1962 and a J.D. from Emory University in 1969. He holds honorary degrees from Hofstra University, Davidson College and Morris Brown College.
He is the recipient of many honors, including numerous awards for work supporting civil rights in the United States and human rights and freedom around the world. He was named Lion of Judah by the State of Israel for successfully freeing Soviet Jew Yakov Gluzman. He was twice named Solar Man of the Year for work on alternative energy development and conservation. Named "Most Effective Legislator" by the Southern Governor's Association for work on transportation and agricultural conservation. Received Georgia Transportation Man of the Year award, Literacy Action award, and Georgia Wildlife Federation Conservationist of the Year award. Presented with Central Intelligence Agency "Seal" medallion for dedicated service to the intelligence community.
Currently, Fowler is engaged in an international business and law practice, while serving as Chairman of the Board of the Middle East Institute, a non-profit research foundation in Washington, D.C.
