John Mattison, MD, is the chief medical information officer and assistant medical director for Kaiser Permanente, the nation’s largest not-for-profit health plan and health care provider, with annual operating revenue of more than $50 billion.
John began his medical career at the University of California San Diego (UCSD) and Scripps Clinic, where he practiced in many clinical settings, including primary care, preventive medicine, emergency services, critical care, hyperbaric medicine, trauma and helicopter medicine.
He has dedicated his more recent career to transforming care delivery with information technology, through convergence of data liquidity through HIE, big data analytics, advanced decision support, multi-omics, personalized consumer-directed healthcare, mobile, social, behavioral economics, predictive modeling, health mentor avatars, visualization tools and UX.
He has published in a variety of disciplines, teaches at various universities on these topics, including the Future Med section at Singularity University, in addition to health policy and leadership courses at UCSD, and delivers keynote addresses at numerous national and international conferences.
He joined the Southern California region of Kaiser Permanente in 1989, and was appointed as Assistant Medical Director and Chief Medical Information Officer (CMIO). He directed the largest and first deployment of KP HealthConnect, Kaiser-Permanente’s revolutionary program to improve the quality and safety of healthcare through the use of information technology.
This program supports the largest region of Kaiser Permanente with over 3 million lives and has been used by over 7,000 physicians in 13 hospitals and 140 clinics.His team of world class project managers completed the project more than a year ahead of schedule and nearly $260 million under budget.
Kaiser Permanente has been recognized as the national leader for both outpatient and inpatient systems, leading the country for hospitals awarded with the top HIMSS level 7 designation, and receiving the prestigious Davies Award in 2012.
His team has hosted dozens of international delegations who have studied this program, and John has consulted internationally on numerous Health IT issues.
John has been actively involved in international health data standards and is the founder of the open source initiative that led to the international XML standards for health record exchange known as the Clinical Document Architecture (CDA) and the Continuity of Care Document (CCD).
He also served as the first practicing clinician on the SNOMED International Board and was actively engaged with the merger of SNOMED with the NHS “Clinical Terms”, the initial agreement with the NLM and he led the open source donation of Kaiser’s CMT project to both NLM and ITHSDO.
He is actively involved in state and federal policy and governance of Health Information Exchange. He has also testified before various federal agencies on Health IT policy including issues related to privacy and security, and he is a member of the California State Privacy Steering Committee, and has served on the California State HIE Policy Board for Cal eConnect. He also served on the board of the San Diego Beacon project for HIE in the San Diego area.
