Julie Barnes

Julie Barnes is a health care policy expert and attorney with years of experience helping private sector companies and coalitions navigate complex and fast-changing federal health policies that impact business. As the founder and CEO of Maverick Health Policy, Barnes is a strategic adviser to organizations that need guidance about federal health policies and how to develop relationships with policymakers and influential advocacy organizations.

A former policy analyst, health care attorney, and Capitol Hill staffer, Barnes provides business strategy and investments in a myriad of health care areas, including health information technology, data privacy and interoperability, value-based care, transparency, health insurance and new payment models, and federal health programs. She also directs a growing graduate level internship program for students studying health services administration and health policy.

Prior to founding Maverick, Barnes served in multiple health policy leadership and advocacy roles, including Vice President of Federal Strategy at Cambia Health Solutions, senior advisor for Leavitt Partners, Director of Health Policy at the Bipartisan Policy Center (BPC), Deputy and Acting Director at the New America Foundation, and legislative staff for a Member of Congress. She also served as a private practice litigator for two law firms, counseling health care and employer clients on federal and state regulatory matters.

Barnes received her law degree from American University's Washington College of Law and her undergraduate degree in political science from the University of Iowa. She was the longtime chairperson of the American Health Lawyers Association Health Reform Educational Task Force and served as the editor-in-chief of a legal textbook on managed care.
