Rafael Espinal

Rafael Espinal is a former New York City Council member and New York State Assembly member. In 2020, he became the Executive Director of the Freelancers Union after a long history of advocating for the rights of freelance workers.

Born and raised in Brooklyn, Espinal's career is marked by his commitment to various causes, including worker rights, environment, and community development. He became New York’s youngest elected official when he joined the State Assembly at age 26, propelled by the values instilled in him by his Dominican immigrant parents, who themselves were union members and freelancers.

During his tenure on the New York City Council representing Brooklyn’s diverse 37th District, Espinal played a pivotal role in enacting groundbreaking legislation to protect freelance workers. As a co-sponsor of the Freelance Isn't Free Act, he ensured freelancers received unprecedented safeguards against nonpayment and late payment, a crucial step in recognizing the rights of independent workers. Additionally, his advocacy extended to the introduction of measures such as the "Right to Disconnect" bill, which aimed to grant workers the autonomy to disengage from work-related communications after business hours, promoting a healthier work-life balance.

Espinal's legislative accomplishments on the City Council were multifaceted, ranging from securing substantial investments for his district to spearheading initiatives that fostered cultural and social inclusivity. Notably, his leadership in repealing the antiquated Cabaret Law, alongside the establishment of the Office of Nightlife, earned him recognition as a Time Out magazine New Yorker of the Year in 2017. Throughout his career, Espinal has remained dedicated to uplifting marginalized communities, advocating for workers' rights, and fostering an environment conducive to economic prosperity and social equity.

Espinal graduated from Queens College with a degree in English. He served as an adult literacy teacher and as chief of staff for New York City Councilman Erik Martin Dilan before running for elective office.
