Samantha Vinograd

Samantha Vinograd is a National Security and Risk Assessment Expert with a rich background in public policy and strategic communications. She currently serves as a senior advisor for the Biden Institute and as the National Security Analyst for CNN. She is also the co-founder and managing director at Global Opportunity Advisors, an organization that helps C Suite decision-makers scale their businesses globally. Additionally, she holds the role of Assistant Secretary for Counterterrorism, Threat Prevention, and Law Enforcement Policy under the Biden Administration.

Vinograd began her career in Baghdad working for the U.S. Department of the Treasury, focusing on global economic policy and counter-terrorism, and subsequently served on President Obama’s National Security Council as the Director for Iraq, Director for International Economics, and Senior Advisor to the National Security Advisor. She later worked in the UAE and Saudi Arabia, and joined Goldman Sachs in 2013, focusing on building public-private sector partnerships. She also served as the Public Policy Lead at Stripe, an online payment processing company.

She received her B.A. in Asian and Middle Eastern Studies from the University of Pennsylvania and her M.A. in Security Studies from Georgetown University. Vinograd is a nonresident Senior Fellow at the Atlantic Council, a Senior Advisor at the University of Delaware’s Biden Institute, and a Trustee at Save the Children US. She is a regular contributor to CBS News and has appeared on "Face the Nation." Her published works are featured in outlets including Politico, War on the Rocks, and the Cipher Brief, and she is fluent in French and proficient in Arabic and Hebrew. Vinograd's extensive speaking topics include geopolitical risk, homeland security, disinformation, and combating antisemitism worldwide.
